Yea. That was what we called 2/60 air conditioning. 2 windows down at 60mph ! I have done that just for fun. Never considered it to be helpful on a harp though.

This trick of holding the harp outside the car dates back to the pre-air conditioning days -- but it works!

I found that holding a brand new harp out the window of a fast moving car works 
well. Until you drop one. Then you don't do it anymore
