Play the melody. Then change it up. Play over the chords in rhythmic patterns. Try doing it in your head without playing. Whistle or sing. Oh yeah, try to edit. I know that most of my ideas range from bad to indifferent. Keep the ones you like and recycle them. Change them up. It never ends. Think of "primitive" players. A lot of them had a very small vocabulary. The good ones had a small vocabulary of seemingly simple things that were extremely good.
