Flattening the 3rd is common in blues, but it's certainly not exclusive
to it. For example, take Garrett Barry's, a widely-played Irish jig in D
mixolydian -- D major with a flattened 7th, i.e. 2nd position on a G
diatonic instrument. Many arrangements of it play F natural instead of
some of the F sharps in the top octave.
