Not all harps have the same note layout. 

Extended low range (as in the SBS model), alternate tunings, or the differences between diatonic and chromatic (and yes, chromatics in different keys can benefit from the position concept) all may place the relevant notes in different holes and on different breaths.

I would further ask, why not also designate where the position starts, ie: Bb3PCm4D = Bb harp, 3rd position, C minor, 4D (adding 4hole draw)?  Or Bb5PDm2B?
 
Those pesky postions are difficult to remember or figure out under pressure.

  - harp
  - position
  - resulting key


Bb3PCm = Bb harp, 3rd position, C minor

C2PG = C harp, 2nd position, G

G1PG (well, THAT's too easy)


Can you anticipate any condition where this code WOULD NOT work? or could
be confused with another combination?

This is my creation, but there COULD be simultaneous inspiration on the
planet. I just want to be revered as the one who contributed this little
nugget. <grin>
