 I would call it reedplate flattening. Reedplates are not flat. They bow out where the reeds are in relation to the outside edges. This is because of how they are stamped out.

Your basically removing the burrs created by self tapping screws on the 
backside of the draw plate. You cant flat sand the blow plate but you 
can use a drill bit to remove excess metal there. I did a video on this
