I believe it's chrome.
Several models of harmonica have chrome-plated reedplates: Hohner CBH 2012 and 2016, MeisterKlasse (both the chromatic and the diatonic models), Toots Hard Bopper and Mellow Tone, Slide Harp, Hering 7148, maybe others I'm not thinking of at the moment.
However, the reeds are attached *after* the plating process. Plating the reeds will put them out of tune and could also make them too wide to pass through their slots. If you want to chrome plate an existing harmonica, you'd probably have to remove the reeds and then re-install them after the plating
