Offhand, viewing his hands, the size of his face, I would say that he is using a Piccolo harp. This was pretty common with us back then as it allowed the higher octave while retaining the same note pattern as the lower register on the regular tuned harp. It allowed all the usual nuances of regular tuning with none of the reversal of note placement issues that some might have had trouble with (i.e. higher notes suddenly to the LEFT of the lower notes). 

Charley McCoy used this method a lot. As did other lesser known players.
