Article Five of the Bill of Rights (final section - see: "just 
compensation") should protect those good people from being wiped out, but 
with THIS Congress I wouldn't be holding my breath.  Since the US Army CoE 
made an arbitrary decision to sacrifice these people's farms and properties 
in order to save other people's properties, this is exactly the purpose for 
which the founders crafted this provision in our Constitution.
