One of the best free online tuners I have seen is this one http://www.seventhstring.com/tuner/tuner.html
When you access it it asks for permission to run an applet. This is  
perfectly safe though so don't worry about clicking on it. Also you  
can download this tuner and use it offline, which is a nifty little  
feature.

For mechanical tuners I suspect that Joe Spiers advice is bang on the  
money as usual.
