That's exactly where they leak. If you put the plates and covers on a non recessed comb 
they leak like a sieve. The only make contact in the middle and ends. Holes 2 , 3 ,4 , 6, 7, and 8 leak.
Remove a cover and hold it tight against a flat surface and hold it up to a light source. UGH!
They can be filed and sanded flat but then the end tabs are too high. They wont tighten 
down on the reed plates. They are about 2 or 3 MM too high and that's a pain to re-bend
2 or 3 mm. If you do get them tight enough for the tabs to make contact, then the covers buckle
in the middle and then they leak across the entire harp.
