Tongue blocking the high bends is definitely do-able.
That said, when you first try it, you face two challenged that are bundled togethe but are actually completely unrelated:
1) bending blow notes instead of draw notes
2) bending notes that are very high in pitch and require a smaller resonant chamber than lower pitched notes.
One thing that can help you get started is to try it on a low-pitched harp - G, Low F, Low D, etc. This gets the range of the notes you're trying to bend closer to the range of notes you can already bend as draw notes and gives you a chance to focus a bit more on the fact that they're blow notes you're trying to bend. As you gain skill in doing tongue-blocked blow bends, you can start trying out your new skills on higher pitched harps.

I am wondering if anyone has had any success with tongue block bending the
top end of the harp? I am happy with all the other bends, but the point is I
am wondering if it is "do-able", as the top end bends require quite a
forceful pucker, whereas tongue block bends still seem to allow a relaxed
embrouchure. All ears about the lips.
