Checking Winslow's post I see this: " In this incarnation it's better called a raised 11 (7#11) chord"; and yes, I did apprehend that he was talking about the sharp 4th, and still I say 'I don't get it' or 'I can't hear it'.
The flat 5th, I get; but I don't 'get' what he's talking about here and I cant hear the 11th as a sound in itself in the way I can hear a 9th or 13th or just about any other chord I can think of.
Doesn't matter; the good thing for me in playing music is there's always something else to 'get', if you want to.

I don't know if this helps but;
the + (plus) sign in this case is (wrongly IMO) to mean SHARP (#) 11(4)
not ADD 4
On a dominant chord (or any chord with a major 3rd) you would not want to use a 4th or 11th- it will clash with the major 3rd and yes,
"like we're drifting into another key ahead of time."
I think Mr Winxa did answer this already, except at one point he referred to it only as an 11, not a sharp 11.
