Is this normal?
None of my other Hering / Hohner chromatics do this.
Is there an easy way to fix the problem?

You could try this: take a bar of soap and a strip of paper, something like a cotton bond typing paper works well. Dip the paper quickly in some tap water, then drag both sides of it across a bar of soap. You're not looking for lather or anything, in fact, you shouldn't be able to even see that there is soap there, just drag it across. Take that and work it in between the two flaps of the windsaver. That should fix the problem.
If the windsaver is curled up, for instance, that's not going to work, but since yours seems to be o.k. after it warms up, it should help. It will also help not to play it cold. Warm it up in your hands before playing, that is the most important part of windsaver maintenance.
