I find that it is the position of the rear of the tongue (as in creating the "R" consonant) that redirects the air on the inhale, creating the bend.
 
This leaves the front of the tongue pretty much free. Since the tongue is the miracle muscle that can do so much, with the tip resting on the harmonica, it is still able to arc up at the back. 
 
This is not as difficult as one might think. As a matter of fact, trying too hard with any harmonica technique is what holds one back.
 
Do less, get more.
