If I remember from my Recording Engineering 101 class, Reverb is defined as a delay of less than 44 milliseconds (or was that 33). Yeow, that was 25 years ago! And of course, it gets more complicated than that, with feedback, pre-emphasis, eq, and on and on. Can't help you with the pedal, but there are many here that can.
