still waiting for an answer

hi guys...
i have a problem..
my C harp's second and third hole sounds weaker than the other holes.
is it a due to the frequency of the notes / length of the reeds?
i can't seem to adjust the reeds to sound any louder...and sometimes,
they sound more like a kazoo (not rich in tone). 
have anyone had similar problems? 
or is it just my marine band?
or is it my technique? (the other holes were ok)
