Well, nobody, from scratch. 
But Phil Sardo puts together chromatic harps under the Psardo brand, and there is a Hands Free Chromatic Harmonica invented by Vern Smith being made by Mike Easton. 
Then there is the TurboHarp by Jim Antaki.
