I'm a piano tech and have never heard of Honkey Tonk piano tuning....those dive pianos sounded the way they did by virtue of not spending any money on regular tunings! If a piano won't hold a tuning, it just won't hold any tuning at all...

‘Honkey Tonk’ piano tuning is noticeably flat - typically done when the piano is old and won’t hold a regular tuning or to make the piano sound old and out of tune as in Honkey Tonk dives.
