I don't think effects is te way to go, get the best chromatic harmonica you can afford (16 hole seems to be the preferred choice), listen and practice.  Tonge splits are the key for that "bandoneon" sound.  Listen to the players you like and try to imitate the sounds.  Google Hugo Diaz, Franco Luciani or Martin Allegro.  Get some online classes.
