Overnotes are definitely not the final measure, it's just the beginning :p
I mean, once you get them, you can learn how to play in every tonality with
only one harp, you can study jazz scales, klezmer scales, bebop licks... No
one ever reach the final measure :)

If one can perfectly bend notes but can't overblow, it's mostly because
their harp is badly or not set up. If an harp is properly set up, overblows
are not difficult. The tongue position is the same for bends and overblows
: if you draw, you get the bend note, if you blow you get the overblow (I
sometimes have fun buy switching from bend to overblow by switching my
breath direction :) ). If it's not the case, you should look at how to gap
your reeds :)
