Here's what Popper had to say about it on the Facebook group Harmonica Jam earlier this week:

These new harps are made by Seydel...&they have replacable reed plates,&an enamle coating on them which (along w/the finish), keeps old harps running like as new as possible...I won't be throwing these into crowds (like I used to any way)... 
Also the steel reeds in these are slightly quieter,but smoother&way more responsive than the 20...imo...&I think the result is a greasy fast harp...capable of more dexterity than I am used to... I hope U like 'em... I really do...&no I didn't design them from scratch&I'm glad bc I'd be denying the experience of Seydel which is a company even older than hohner,but I did get to have alot of input over the last year&they were changed &adjusted to my specs...Fender was a great help&they know what they're doing aswell... It usually comes down to personal taste (especially when putting something in Ur mouth)...but I can guarantee these are as viable an option as anything out there...see what U think...I find them quite yummy...
