If the guy's not getting enough signal from the RP, turn up the master volume on the RP. Taking the MV level up to 75%-80% will still give you plenty of headroom for more volume if you need it. Also, there's no real cost in terms of the noise floor so far as the RP is concerned; it'll just get louder, not hissier.
I do think it's a good idea to let the house PA do as much of the heavy lifting as possible, but don't be afraid to crank the RP up when you need to.
