Note that most Hohner harmonicas are now in big cardboard boxes with fancy graphics that hang on display racks; you'd have to bust into the glued-shut box to get the harp out for testing. If your local non-chain shop will let you do this, it's a win for them.
The good news is that harps are better made than they once were and getting a bad one seems less likely than it once was.
When you encounter the no-test policy, simply explain that testing harps is a long-accepted and necessary practice and that you'll be buying your harps elsewhere. Then turn around and walk out.
