"inches of water" is a unit of pressure used for low pressures.  There are 14.7 pounds per square inch and 407.2 inches of water in one atmosphere.  

If you suck your iced tea into a straw so that the surface of tea in the straw is one inch above the surface of tea in the glass, you are drawing minus one inch of water pressure.  IF you blow the tea in the straw one inch below the tea in the glass, that is plus one inch of water pressure.

Harmonica reeds operate in the range of .5 to 15 inches of water with 5 being about normal.
