Here's the way it unfolded for me--
I wandered into the bar, and SmoJoe told people were complaining that they couldn't hear the soloists. 
I changed some things on the PA, asked the rhythm section to tone it down (to no avail), and eventually started manually riding the level for each player so that they were as loud as physically possible.

I didn't find the band to be too loud for the room whenever I was there.

At one point, I thought the harmonicas were too loud for the band, but I
seem to have been in the minority on that opinion.
