I've seen some reference to tilting the harp up or down to improve tone elsewhere. Nobody mentioned this as an enhancement (that I can recall) during the recent discussion of best ways to achieve good tone.
Personally, I've never noticed any difference from playing the harp level, tilted up or tilted down.
