Maybe it's the harp. Use a "test" harmonica to determine if the student can bend one draw.
The 1 draw bend is virtually bullet proof. Can the student bend 1 draw on other harps?
Is this a throat bend? Some people try to bend using the tip of their tongue in the reed channel to bend. It works sometimes, but is not very effective.
Tilt the harp fore and aft to see if this makes any difference.
Are you in the same room with this student?
Is this a lip pursing bend? Try a tongue-blocked bend. Might be a pinched mouth.
