Have you checked to make sure the reedplates/comb assembly is seated properly in the cover? Sometimes, especially if the harmonica has taken a fall, it can get a little out of whack -- might even be a bit difficult to take it apart in this case.

Another thing to check, if you remove the reedplate/comb assembly you can try playing it (pucker style) outside of the cover. If the top holes still seem to be weak (which I assume means leaking air), then take a close look at how the reedplates are mounted on the comb, perhaps they got out-of-alignment somehow...

Also, while you're poking around, make sure your windsavers didn't fall off and seem to be working  correctly (play into a mirror).

If none of those things seem to be the problem, you might want to post on the slidemeister.com forum, where you'll likely get further suggestions....

Or like John said, send it back to Hohner ;-).
