It's a regular D harmonica played in second position. I had to listen closely to make sure it wasn't minor tuned, but he's just bending the Draw 3 - all the chords are major chords.

By the way "slant harp" is a term invented by Jon Gindick (AFAIK) and not widely used. The more often-used term is "third position."
