If you want to "model" what became the world's largest jazz convention - IAJE -, they started by having the convention in a different city every year. New York worked the best, so the next step was to alternate New York with a different location every other year. They found that Toronto was the best alternate city, so finally the convention moved between these two cities every other year.
I understand the motivation for having SPAH in the same city as last
year. Why argue with success?
But... Amongst the ideas I've seen, rotating locations is the best so
far. It makes a great deal of sense. I think that three locations would
be ideal; one on each coast and one central location. That would give
everyone a fair shot at attending at least once every third year.
As to actual locations, centrally, St. Louis has a proven track record
though the Texas folks might have something to say too. West coast-wise,
I remember folks liking Sacramento a lot. East coast I'd have to think
about. I personally would like the Virginia Beach location but I also
recall reading that the Garden State meeting may be in decline so that
area might be ideal from a strategic viewpoint.
At least that's the way I see it.
