For me 3 pos starts on 1D. Can´t see the reason for skipping an entire octave?
And it can also, as Winslow pointed out, be played in major.

 would further ask, why not also designate where the position starts, 
ie: Bb3PCm4D = Bb harp, 3rd position, C minor, 4D (adding 4hole draw)?  
Or Bb5PDm2B?
 
Those pesky postions are difficult to remember or figure out under pressure.
