Playing simply is not the same as not having technique.  Howling Wolf's got plenty of technique. 

Perhaps what you're referring to is the fact that the faster you play, the less expression you can put into your tone.  And that is indeed a fact.  A note that lasts a microsecond isn't going to have a lot of emotion in it. However, that note may be part of a line that expresses considerable emotion, e.g. John Popper's wild abandon and joy, Coltrane's determination.
