[Harp-L] offlist posts

The linkedin posts finally got me to work on regexp filters.  One of the
things we've always promised was to exclude a post marked off list or
offlist.  We've never implemented that filter.  Oddly we've  had a
perfectly good version of that filter on our test list ince April 2006. 
For some reason we never added it to the harp-l list.  As long as you
don't misspell offlist or off list  if you include it in the subject line
of a post to harp-l the post will get held.  harp-l-listowner
