You got it, Robert! Once the reed swings past the neutral zone (between Federation Space and the Romulan Empire), it flops stresses.
So, the side once under compression is now under tension stress. It goes back through the slot again and and now its under compression stress again.  There is a theoretical point inside the reed that is under no compression or tension stress whatsoever.

During both the up and down flaps of the reed, one side is compressing while the other side is under tension. 

As the reed passes the neutral middle, the effects are reversed, and the reed swings to the other side of the plate.
