After sleeping over night, I have a second answer.

Because the beginner is anxious to start playing tunes, he dose not want to 
learn 3 major scales in a row. What he wants is:

1st position major scale

2nd position blues scale

3rd position minor scales



The question should be, why not:

1st position major scale

3rd position minor scales    and then,

2nd position blues scale
