I learned diatonic positions in sequence 1-2-3, because that was the
predominant material sold in music stores around 1960. I didn't know, so I
did what they published.
Why not study harp in this order of positions? (C harp)

12P F one flat
(the Majors)
then 3-4-5 (the minors)
