They were brass. Nobody else has done steel on a production basis, save Hans Eisen, from whom Hohner would have acquired steel harmonica reed technology in the 1930s, but have never actually made one... Except in accordions, everybody has used steel reeds in accordions for many years.
In Hohners defense, Eisen's technology, however, wasn't geared for large-scale production.
