A Solo-Tuned diatonic is like a chromatic harmonica without the slide to get the sharps and flats... usually 3 full-octaves where you can play the complete major scale without bending any notes.
 
Dug out my Hering Master Solo (key of C) today to play along with the polka song "In Heaven There is No Beer"...  also great for playing 3rd position blues like on a chromatic, where you don't need to use the slide button.

So, what exactly is inferred by "diatonic" (Not necessarily equivalent to
Richter?)

Must be "8 tones occurring within the natural scale" of the key?
