This has become more of a problem to define in modern music.
The key sometimes at best is the anchor to analyze the music.
Terms like tonicization have been invented.
A D7 is not a chord in the key of C major so we call it the V of V.
Db7 is not in C but when it goes to C major we call it the
tritone substitution. It goes it on and on. Today you have to
be a theorist to improvise.
