Yes, it's correct. In addition to being the vii chord in a major scale,
the minor seven flat five (half diminished) is the ii chord in minor
keys. It's resolving to a minor (C-) in the next bar, acting as a ii
skipping the V (G7).

I am not used to seeing this chord D7b5, much more used to Dm7b5.
This is in the Real Book Sixth edition page 38 bar 16.  Is this a typo
or is it asking for D F# Ab C?
