You can add a small shim between the reedplate and cover plate to raise the coverplate up a bit so the reed does not strike it.
 
Or reshape the area of the coverplate being struck by using a "rounded" tool (like the ball-end of a glass-cutter or a hole reducing punch like the ones sold by Micro-Mark, along with  a hammer.

I just got a Low Eb Marine Band for myself.  I can't play it without the 1
draw hitting the cover.  I tried bending the cover a bit by essentially
pulling down the draw cover on the comb so the bottom octave side was lower,
but no luck.  Suggestions?
