Sounds silly i know but have you tried decreasing the reed gap?Those low 
harps have a fair bit of leeway when it comes to gapping as opposed to the 
higher ones.
            Other than that i just take the cover lay it underside up on 
something like a  *wooden bread board(wife loves that ;-0) and then put a 
flat head nail head (head side down) onto the cover which goes over the 
offending reed and gently tap a slight indentation into the cover.
               *The wood just 'gives' enough to allow the indentation.
Anyways works for me..

I just got a Low Eb Marine Band for myself.  I can't play it without the 1
draw hitting the cover.  I tried bending the cover a bit by essentially
pulling down the draw cover on the comb so the bottom octave side was 
lower,
but no luck.  Suggestions?
