Genre, not geography makes the difference.  The diatonic is preferred wherever blues is popular.  

European and Asian students typically learn to read and play chromatic music.  Although not impossible on a diatonic, it is certainly easier and more natural on a chromatic harmonica.

If you are ready to practice assiduously to play classical music  (or any other kind!), Bonfiglio's annotated Bona exercises are a good resource.   They develop reading, timing, and tongue-switching.
