Pretty simple, really . . .
It starts on the major 7th, so draw 1 is the root (let's make that G--I like both low G and an octave higher, so there's two harps). 
1, 2, 3, and 4 produce a major 7th chord, with the other notes of G on the blow--so holes 2, 3, 4 and 5 produce an Am7. That G note on blow 5 begins our sampling of the Richter tuning--5-10 is the same as 4-9. 
Advantages include having draw bends in the first octave for important notes, access to all major scale notes without bends, and the chords that result from the circular tuning on holes 1-7 (the breath shift is at 8).
