Diatonic. Toots played a fair bit of diatonic on record dates from roughly the mid '60s through the mid '70s. Most of his overblows that I've heard were in Hole 6 while playing in second position.
You can get overblows on a chromatic if you remove the right valves. Nobody seems to want to do that, though.
