This is correct in terms of how the harp is altered. But it's not correct regarding the V chord. In second position (G on a C harp), the raised draw 5 reed gives you a full triad on the V chord on draw 4-5-6. You can also play a 10th on the V chord, with or without the root doubled underneath the 10th, by playing draw 1-(4)-5. You can add draw 6 to the chord for a full triad with root doubled.
You can't add the 7th or 9th to this chord while you play the root, third, or fifth, which is not tops, but in practice it works out pretty well.
