Both the Harpmaster and the Bluesmaster can be found for around $25 in the US, and are quite decent harps for the money. They're the same harp with different covers AFAIK.

Though I can't attest to their overblow capabilities (as I don't overblow), I can enthusiastically recommend Suzuki Bluesmasters as comfortable, long-lasting and nice sounding harps that are tuned in equal temperament and which are within the same price bracket as the two you mention.
