It will almost certainly sound better than the preamp. A preamp with no speaker cab or modeling sounds pretty harsh as a rule--lots of grind with nothing to smooth it out.
There are other good options too in that price range, such as an amp modeler pedal like a Digitech RP, or a Boss Bassman pedal, or one of the Lone Wolf pedals designed to run between the harp and the PA. That said, the HC is very nice piece of gear designed and made by a very skilled harp amp technician. I've never heard anyone complain about their HC.
