A lot of PC-based recording software has effects either built in or as add-ons and will play back in real time through external audio devices . You might look at products like Adobe Audition, Cakewalk Sonar, or anything that can use third-party effects plug-ins. Audition and Sonar are relatively pricey, but Cakewalk has less elaborate home studio-type products and there may be otehrs out there.
