Not really what was said - 
 
Tests have shown that the human ear will start to hear a difference in tone  
starting at 3 cents - not that most people can hear a difference of 3  cents.
 
The 3 cent difference perception test was done with 2 tones, starting at  
unison - first tone played, then the second one. When they moved apart by 3  
cents, this was the point where test groups began to hear a difference between  
them.
